Democratic Services and Elections

 

The Democratic Services team can provide you with a wealth of information, advice and guidance about a wide range of issues that you may have to deal with in your role as Town or Parish Clerk. Whether it be submitting Register of Interest forms or notifying the council of a vacancy the Democratic Services team are the people to contact.

A Quick Reminder

  • North Yorkshire Council is the Principal Authority for Parish and Town Councils in North Yorkshire for the purposes of the standards provisions in the Localism Act 2011
  • It is responsible for receiving and handling complaints that a Parish/Town Councillor may have breached that authority’s code of conduct for Members
  • That is the extent of North Yorkshire Council’s jurisdiction in respect of Parish/Town Council governance
  • Parish/Town Councils are separate legal entities and North Yorkshire Council has no jurisdiction to consider other complaints, for example about the way in which the Parish/Town Council has or has not done something, or about particular decisions or employees

North Yorkshire Council Committees and Decisions

A wide range of information and documents relating to the council’s decision-making processes, forthcoming Council meetings, decisions and details for your local political representatives is available here: Decision Making at the Council | North Yorkshire Council

The forward plan:
is published weekly and is a list of the council’s key decisions that will be made over the next one to four months. These decisions will be made by either the Executive or by officers who have been delegated authority by the Executive.

The plan includes a short description of each decision to be made including who will make it; when the decision will be taken; details of the planned consultation with local people and other stakeholders and contact details for further information (including reports and background papers). Where required, it will also have the appropriate Statutory Notice attached.
